Abstract
The primary objective of the research is to provide a scientific exposition of the legal and practical mechanisms involved in the formulation of childrenʻs dietary rations under conditions of severe resource constraints, specifically focusing on the essence of food substitution practices. Based on archival data and historical sources, the article provides a comprehensive analysis of the extent to which state-mandated social guarantees were implemented, the energy value of consumption norms, and the strategies for diversifying supply sources.References
