Abstract

In this paper, the publicistic legacy of Sharaf Rashidov is examined as a primary structural element of Uzbekistan’s twentieth-century socio-political and cultural development. The research focuses on how the written word was utilized as a tool for state-building, where the synthesis of national identity and modernization objectives is thoroughly analyzed. Various aspects of Rashidov’s literary and administrative career are explored, particularly his role in mobilizing the population for large-scale infrastructure projects such as the development of the Hungry Steppe and the historic reconstruction of Tashkent. A comprehensive evaluation of his rhetorical strategies is provided, revealing a unique "architectural" style that integrated scientific progress with traditional cultural values. Within this work, the correlation between publicistic narratives and verifiable socioeconomic indicators is analyzed through a dual-methodological framework.
